In June 2017, the International Women’s Health Coalition (IWHC) launched a research and documentation project aimed at understanding the impacts—particularly the social and political effects—of the “Protecting Life in Global Health Assistance” (PLGHA) policy enacted under the Trump Administration. Funded by IWHC and conducted in cooperation with local organizations active in each focus country, the study examines the policy’s impacts in Kenya, Nigeria and South Africa through 2018. Documentation methodology includes both key informant interviews and media monitoring.
The initial phases of our research and documentation illustrates that the policy has triggered significant early effects, many of which are detrimental to both US development objectives and to the lives of women and girls. However, our research also clearly indicates that the full impacts of the policy will not be apparent for some time, and that ongoing review will be critical to any serious effort to fully understand its effects. As such, IWHC submitted comments to the US government in October 2017 on both the monitoring and evaluation process, as well as on the impacts of the policy itself, and we will continue to push for regular reviews as long as the policy remains in place.
