Ban on District of Columbia’s Use of Local Funds for Abortion May Be Eliminated

capcritlogo150Thanks to the leadership of the House Financial Services Subcommittee Chairmen, Rep. José Serrano (D-NY) and Sen. Richard Durbin (D-IL), Congress is poised to lift a ban which currently prohibits the District of Columbia from using its own local funds to provide abortion services.  For many years Congress has prohibited the District of Columbia from using its own locally raised funds for abortion services though states are allowed to use their local funds, such as those raised from local taxes, to provide abortion services.
The House Appropriations Committee defeated an amendment by Reps. Todd Tiahrt (R-KS) and Lincoln Davis (D-TN) seeking to restore the ban.  The amendment failed by a vote of 26-33.   The Senate Appropriations Committee defeated a similar amendment by Senator Sam Brownback (R-KS) by a vote of 13-15 two days later.  A floor vote in the Senate in September, when Congress returns from recess.
