Repealing Controversial 'Right of Conscience' Rule

capcritlogo150The Department of Health and Human Services (HHS) filed a proposal to rescind in its entirety a harmful regulation put in place by outgoing President Bush. The Bush Administration regulation expanded the federal refusal or “conscience” clause that would limit patients access to contraceptives, tubal ligations and abortion services. The desires of health care providers – including whole medical institutions – were placed above the needs of patients. The Obama Administration rule must go through a public commenting period prior to its rescission.
